Global Strike Engineer Offutt AFB-Bellevue, NE

• Provide direct support to the ISPAN Global Strike IPT, working with the PM, FM, and Chief Engineer
• Support engineering, technical, and decision-making direction for the Global Strike IPT
• Work closely with the Program and Functional Managers on requirement definition, analysis, development problems and implementation of technical requirements for this complex conventional and nuclear war planning systems
• Work with the PM to place on contract new software development or modifications using the Acquisition Partnering Process and government cost determination
• Perform technical evaluations of the proposal and make recommended changes to the PM and FM
• Performs risk assessments and analysis using engineering tools, processes and techniques
• Advise and make recommendations to the IPT on system development, improvements, optimization, and support
• Provide testing support for the Program and Functional Manager for government software acceptance testing Maintain Theater Integration Lab (TIL) (hardware and software), to include a COE environment, GIG, new NR-KPP and other items as needed for ISPAN Mod program
• Configure/Load/Test designated software and tools in a Theater Integrated Planning Subsystem (TIPS) or GS-defined configuration and within ISPAN
• Provide support for TIL scheduling, user assistance, software change requests and/or requirements suggestions and final reviews of software before implementing it for the warfighter
• Maintain the TIL policies and processes documents.  Provide support for war planning software upgrades across all security enclaves
• Monitor all activities associated with the deployment of new applications, to include developing and maintain deployment checklists to address all deployment activities, such as configuration and baseline audits and deployment instructions

 

Experience Requirements

• TS clearance, eligible for special accesses Note: You must be a US citizen with a current DoD Top Secret clearance to be eligible for consideration
• Possess senior level expertise (minimum 12 years experience) in an engineering related field, with a specialization in a software engineering discipline
• Possess expertise with a war planning process
• Desirable to have expertise with the ISPAN strategic nuclear and conventional mission planning processes
• Possess a minimum Security Plus IA certification
• Possess experience with Weblogic, Oracle Database Management System and Zeus load balancer Possess experience with the Authority to Operate (ATO) processes required on military computer systems
• Possess capability to perform administrative duties on a UNIX workstation
• Possess knowledge of the Configuration Management (CM), Quality Assurance (QA) and IA processes used to install new or modified large scale applications on a classified military system Desirable to have knowledge of the CM, QA and IA processes required for new and modified application installation onto the ISPAN system
• Possess knowledge and experience with the government IA processes
• Possess experience with a conventional war planning system
• Desirable to have experience with the Theater Integrated Planning System (TIPS)
• Possess experience with the use and maintenance of a decision support tool such as Rational Rose or Dynamic Object Oriented Requirements System (DOORS)
